Who issues electrical permits: Wells Branch is unincorporated and is served by the Wells Branch Municipal Utility District, which handles water, wastewater and drainage, not building permits. On the Travis County side, Travis County Development Services issues development permits through MGO Connect, and the Travis County Fire Marshal's Office takes commercial plan review and permits through tcfmopermits.com.
- 02
How to apply: Travis County says any development outside city limits needs a county permit, and it offers a Non-Residential Permit. The Fire Marshal requires plan review and a permit before building or substantially improving any commercial, public or multi-family building, or changing the use of an existing one. Substantial improvement means work costing more than 50% of the building's appraised value. Neither office lists a separate electrical permit.
- 03
Inspections: Not published. The Travis County Fire Marshal says a Certificate of Compliance is required before a facility opens to the public.
- 04
What to know locally: Travis County enforces the 2021 International Fire Code from January 1, 2026. The district lists Pflugerville Fire Department for emergency services, and the district also runs a covenants program with an Architectural Control Committee. The City of Austin's jurisdiction map places Wells Branch in Austin's 2-mile ETJ, not inside the city limits. Wells Branch straddles the Travis and Williamson county line, so confirm which county a site is in first.
- 05
Utility coordination: Oncor and Austin Energy (the Wells Branch MUD lists both service areas; check by address). Where Austin Energy serves, large commercial services (over 350 A single-phase or 225 A three-phase) need an Electric Service Planning Application, an AutoCAD site plan and a riser diagram. Outside Austin city limits, Austin Energy says an electric permit from Austin Development Services is needed only when the work requires an outage or changes to the service equipment. Where Oncor serves, it needs an approved inspection (green tag) on the ESI ID before it sets a meter.
- 06
Typical review time: Not published by the city.
