Who issues electrical permits: City of Universal City Development Services, Building and Inspections division, 2150 Universal City Boulevard. Permits and contractor registration go through the city's SmartGov portal.
- 02
How to apply: Register as a contractor in SmartGov first; you can submit permits only after registration is approved. Registrations from other cities are not accepted. Electrical contractors register to cover commercial and residential work, with a certificate of insurance naming the city and a copy of the Texas license. The city's Development Services Package explains required permits and inspections, and staff help with plan submittals.
- 03
Inspections: Call the 24-hour inspection line. The cutoff for next-day inspections, Monday through Friday, is midnight the day before, and cancellations must be made by 7 a.m. on the inspection day. The city cannot guarantee a.m. or p.m. times when a third-party inspector is used. Give the job address, inspection type, permit number and contractor.
- 04
What to know locally: Universal City has adopted the 2023 National Electrical Code with Appendices A through F and amendments, along with the 2021 International Codes and NFPA 101 (2021). Amendments are in Ordinance 370. Commercial buildings need a building safety inspection and a Certificate of Occupancy. Contractor registration lasts one year.
- 05
Utility coordination: CPS Energy or Guadalupe Valley Electric Cooperative (GVEC), depending on the address. The city lists both CPS Energy and GVEC for electricity. CPS Energy requires the city's electric inspection and release before it sets a meter, then about 10 business days; its commercial applications need a load sheet, signed and sealed utility site plan and one-line diagram. GVEC asks for a commercial request for information, expected load and voltage needs, and energizes after the city notifies it that the inspection passed.

Typical review time: Not published by the city.
