Who issues electrical permits: The City of Spring Branch says it does not issue building or development permits; it only issues sign and outdoor lighting permits. In unincorporated Comal County, building and development permits are handled by Comal County: the Comal County Fire Marshal's Permit Division (145 David Jonas Dr., New Braunfels) for commercial buildings, and the County Engineer's Office online portal for OSSF, floodplain, driveway and other county permits. Sites inside the City of Bulverde or its ETJ go to Bulverde.

How to apply: For a new commercial or public building, or a remodel for a new type of business, Comal County requires a Fire Marshal Building Permit. Submit two sets of building plans for the whole project. If the project falls under Texas Government Code 469, register it with TDLR first and provide the registration number. Installing new or replacing outdoor lighting inside Spring Branch city limits also needs a city lighting permit from the City Commission ($100).

Typical review time: The city says its sign and lighting permit decisions typically take about two weeks and no longer than four. County building permit review time: Not published.

  • 04

Inspections: Comal County Fire Marshal inspections are required for fire suppression and alarm systems, and a Request for Final Inspection form is filed when the project is complete. Electrical inspections: Not published.

  • 05

What to know locally: Spring Branch city limits are small: the city says property south of Rodeo Drive or north of SH 306 is very likely outside its limits. The city's Outdoor Lighting Ordinance 2021-2 covers building and parking lot fixtures. A business may not open in unincorporated Comal County without a Fire Marshal Certificate of Compliance.

  • 06

Utility coordination: Pedernales Electric Cooperative (PEC). Spring Branch is on PEC's list of franchise cities it serves. For new commercial service PEC asks for a site plan, a one-line electrical diagram, the 911 address, a warranty deed, an approved site plan and plat, and the service size in amps. PEC notes some areas require a city inspection before it connects.
