Who issues electrical permits: Shady Hollow is an unincorporated place in southwest Travis County, with no city government. Travis County Development Services issues development permits through MGO Connect, and the Travis County Fire Marshal issues commercial building permits through tcfmopermits.com.
- 02
How to apply: Travis County requires a development permit for any development outside city limits and offers a Non-Residential Permit; revisions are allowed only on unexpired non-residential and septic permits. A pre-application meeting can be requested through MGO Connect for $458. The Fire Marshal requires plan review and a permit for commercial, public and multi-family buildings and for changes of use. If Austin Energy is the provider, Austin Energy says ETJ projects need an electric permit from Austin Development Services.
- 03
Inspections: Fire Marshal inspections are requested by phone through its main office. Not published for electrical work by the county.
- 04
What to know locally: The electric permit path depends on the utility: Austin Energy sites in an ETJ go through Austin Development Services for the electric permit, while Travis County lists no electrical permit of its own. Travis County enforces the 2021 International Fire Code from January 1, 2026, and requires a Fire Marshal Certificate of Compliance before a facility opens to the public.
- 05
Utility coordination: Not confirmed on an official page for Shady Hollow. Austin Energy and Pedernales Electric Cooperative (PEC) both serve parts of Travis County. If the site is on Austin Energy, commercial projects over 350 amps single-phase or 225 amps three-phase need an Electric Service Planning Application (ESPA), a site plan CAD file and a riser diagram, and Austin Development Services inspects before Austin Energy energizes. If the site is on PEC, new commercial service needs a one-line diagram, 911 address, warranty deed, plat and service size.

Typical review time: Not published by the city.
