Who issues electrical permits: Village of San Leanna, City Hall and Community Center at 11906 Sleepy Hollow Lane (Manchaca mailing address). The village issues building permits under its Zoning Ordinance No. 13-001. No online permit portal was found; the village website says to contact the village before starting renovations because permits are required.

  • 02

How to apply: Under Section 16 of the zoning ordinance, only the property owner may apply for a building permit. The application needs one copy of proof of ownership and the fee receipt, and two copies of the permit application, a plot plan showing easements and property lines, and plans with specifications and dimensions. The village and its contracted inspection company must approve the application before a permit is issued. No permit is issued while liens, fines, taxes or water bills on the property are unpaid.

Inspections: The village contracts with a bonded or insured building inspection company that inspects all permitted work for compliance with the adopted codes. The village tells the applicant the estimated number of inspections, and the inspection company gives written notice of every inspection to the builder and the village. Failed inspections carry fail fees paid by the property owner.

What to know locally: San Leanna is zoned almost entirely as a Single-Family Dwelling District, plus a cemetery district, so commercial uses are very limited inside the village. The ordinance adopts the National Electrical Code and the International Residential Code by reference without naming editions. A permit is required to install a temporary electric meter, to remove an electrical service, and to install or replace an electrical service. No building may be occupied until the village issues a certificate of occupancy based on the inspection company's final report. The village runs its own water utility.

  • 05

Utility coordination: Pedernales Electric Cooperative (PEC). The village's Utilities and Community Links page names PEC as the electric provider, and San Leanna is on PEC's list of franchise cities. For new commercial service PEC asks for a site plan approved by the governing entity, a one-line electrical diagram, the 911 address, a warranty deed, an approved plat and the service size in amps. PEC notes some areas require city inspections before connection. The village ordinance says an electrician may not switch a construction loop to permanent power on their own; the meter is pulled and the builder is fined $100, part of which goes to PEC for reinstallation.
