Who issues electrical permits: Red Rock is an unincorporated community in southwestern Bastrop County, with no city government. Bastrop County Development Services (211 Jackson Street, Bastrop) issues development, septic (OSSF) and driveway permits for unincorporated areas through MyGovernmentOnline.

  • 02

How to apply: Apply for a Bastrop County development permit through MyGovernmentOnline, the county's online permit system since January 7, 2021. For commercial and other non-single-family permits, the county requires a letter from the Emergency Services District that covers the site before it issues the permit, and a TxDOT right-of-way permit if the site takes access from a state-maintained road. Where public wastewater is not available, the development and OSSF applications are filed together, and an OSSF permit expires one year after the Authorization to Construct is issued.

  • 03

Inspections: Not published. Bastrop County says it does not issue building permits or certificates of occupancy, and its building code covers only single-family homes and duplexes. The county is not involved in inspections and lists no electrical permit.

  • 04

What to know locally: Because the county issues no building permit and does no inspections, a Red Rock commercial project gets its code checks from the design team, any third-party inspector the owner hires, the ESD letter and the electric utility. The county issues Class A, Conditional Class A or Class B development permits depending on how the site relates to the mapped 100-year floodplain. A development permit can be extended once by 180 days if requested 30 days before it expires; OSSF permits cannot be extended.

  • 05

Utility coordination: Not confirmed on an official page for Red Rock. Bluebonnet Electric Cooperative is headquartered in Bastrop and lists Bastrop County in its service area. If the site is on Bluebonnet: bluebonnet inspects the meter loop at every new and existing location before it connects service; a failed loop must be fixed and re-inspected at $125 per re-inspection. For commercial projects its developer package asks for CAD site plan files, load information, an information request form and a project schedule. Cost estimates are good for 60 days, and its sample schedule runs about 30 weeks from kickoff to energized service.

Typical review time: Not published by the city.
