Who issues electrical permits: Plum is an unincorporated community in northern Fayette County, northwest of La Grange, with no city government. The Fayette County Office of Floodplain Administration, 151 N. Washington in La Grange, takes development applications for all unincorporated areas of the county.
- 02
How to apply: Before any development in unincorporated Fayette County, including buildings, septic systems and electrical or telephone poles, the property owner (not an agent) must request a development application from the county floodplain office. Sites outside the 1 percent annual chance floodplain get a Class A permit; sites in the floodplain get a Class B permit and must meet the county's Flood Damage Prevention Order with an engineer's certification. The permit must be posted at the job site where it can be seen from the nearest road.
- 03
What to know locally: In Fayette County's floodplain rules, all utility supply lines, outlets, switches and equipment in a Class B (floodplain) site must be installed at least 3 feet above the base flood elevation, and non-residential lowest floors must also be 3 feet above it. The county application does not mention a building or electrical permit, so code checks on commercial electrical work come from the design team and the utility.
- 04
Utility coordination: Bluebonnet Electric Cooperative. Bluebonnet's tariff lists Plum among the communities it serves and Fayette among its counties. Bluebonnet inspects the meter loop at every new and existing location before it connects service; a failed loop must be fixed and re-inspected at $125 per re-inspection. For commercial projects its developer package asks for CAD site plan files, load information, an information request form and a project schedule, and its cost estimates are good for 60 days.
