Who issues electrical permits: McQueeney is an unincorporated community on Lake McQueeney, with no city government. The Guadalupe County Fire Marshal's Office Permitting Department in Seguin issues permits for commercial and public buildings in unincorporated areas through its CityWorks online portal. GBRA must approve docks and other waterfront structures on the lake.

  • 02

How to apply: The county's FAQ says to contact the Fire Marshal's office first to find out if a pre-development meeting is needed; that depends on whether the structure is new, whether the location was permitted before, and whether a hydrant gives enough fire flow. Then submit the permit application and full plans in the portal. Remodeling an existing building for a new type of business also needs a permit. For a dock or lakefront structure, file GBRA's Dock Construction Permit application ($600, required from September 1, 2026).

  • 03

Typical review time: Guadalupe County says it has up to 30 days to review plans and issue or deny a permit. Plans denied on a second review must be resubmitted as a new project with new fees.

  • 04

Inspections: Submit inspection requests through the Fire Marshal's portal. A final inspection request form is required at the end, followed by a Certificate of Compliance before the business opens. The county FAQ says a building may not be occupied before the permit is issued and its inspections are done.

What to know locally: GBRA owns Lake McQueeney as part of its hydroelectric system. It finished a new spillgate system in March 2026, and the lake returned to normal pool in April 2026. GBRA posted a water safety order for Lake McQueeney in May 2026. Lakefront lots can fall in the regulated floodplain, which needs a separate Guadalupe County floodplain development permit. The county fire code is the 2024 International Fire Code, adopted January 27, 2026; no county electrical permit is listed.

Utility coordination: Guadalupe Valley Electric Cooperative (GVEC). GVEC's service territory map places McQueeney inside GVEC's service area. GVEC's commercial checklist starts with the owner getting zoning, survey and any required permits, then sending GVEC a commercial request for information with the expected load and voltage needs. GVEC designs the route, gets easements and builds the line, transformer and metering point; the owner's electrician builds the secondary service to NEC standards. For new service GVEC also asks for deed and easement information, the service size, and whether it is overhead or underground, and says new installs take about 3 to 5 weeks.
