Who issues electrical permits: City of Martindale Building and Planning, 409 Main Street. Permit forms are on the city's Permits page. Applications and plans are emailed to the city's permits address; no online portal was found. Office hours are Monday to Thursday, 9 a.m. to 5 p.m.
- 02
How to apply: Use the city's Construction Permit Application (dated October 2026) and check Commercial as the job type. The form asks for the zoning district (including C1 commercial and MU mixed use), any Historic District or Scenic Corridor overlay, whether the site is in the floodplain, estimated cost and square footage, and the name and license number of the plumber, electrician and mechanical contractor. A new commercial building needs one digital set with all site, civil, landscape and drainage plans. An interior finish-out or renovation that does not expand the building needs one complete digital set. The city will not process an incomplete application.
- 03
What to know locally: Martindale has a Historic District and a Scenic Corridor zoning overlay, and the city posts a Certificate of Appropriateness application for work in those areas. Sites in the floodplain need a separate floodplain application. The city provides wastewater and garbage service. Outside city limits, Caldwell County Sanitation and Development Services handles construction permits for unincorporated land.
- 04
Utility coordination: Bluebonnet Electric Cooperative. Bluebonnet's tariff lists Martindale among the incorporated cities it serves. Bluebonnet inspects the meter loop at every new and existing location before it connects service; a failed loop must be corrected and re-inspected at $125 per re-inspection. For commercial projects its developer package asks for CAD site plan files, load information, an information request form and a project schedule, and its cost estimates are good for 60 days.
