Who issues electrical permits: Manchaca is unincorporated, with no city government. Travis County Development Services (700 Lavaca, Suite 540, Austin) issues development permits through MGO Connect; its permit desk is open Monday through Thursday, 9 a.m. to 2 p.m. The Travis County Fire Marshal issues commercial building permits through tcfmopermits.com.
- 02
How to apply: Travis County requires a permit for any development outside city limits, including buildings, driveways, septic systems and grading, and offers a Non-Residential Permit. The Fire Marshal requires plan review and a permit before construction or substantial improvement (over 50 percent of the building's appraised value) of commercial, public and multi-family buildings, or a change of use. The county does not list an electrical permit; Austin Energy says ETJ projects need an Austin Development Services electric permit when Austin Energy is the provider.
- 03
Inspections: Fire Marshal inspections are requested by phone through its main office, and plan reviewer meetings are by appointment. Not published for electrical work by the county.
- 04
What to know locally: Check whether a Manchaca address is inside Austin city limits, in an ETJ, or fully unincorporated, because that decides who permits the work. The City of Austin's Property Profile tool, linked from Austin Energy's contractor page, shows the jurisdiction for an address. Travis County enforces the 2021 International Fire Code from January 1, 2026.
- 05
Utility coordination: Not confirmed on an official page for Manchaca. Austin Energy and Pedernales Electric Cooperative (PEC) both serve parts of Travis County. If the site is on Austin Energy, commercial projects over 350 amps single-phase or 225 amps three-phase need an ESPA, site plan CAD file, riser diagram and address verification; for ETJ service-only projects Austin Energy asks for a plot plan. If the site is on PEC, new commercial service needs a site plan, one-line diagram, 911 address, warranty deed, plat and service size in amps.
- 06
Typical review time: Not published by the city.
