Who issues electrical permits: Lake Dunlap is an unincorporated community on the Guadalupe River northwest of Seguin, with no city government. In unincorporated Guadalupe County, the Guadalupe County Fire Marshal's Office Permitting Department (Development Center, 310 IH-10 West, Seguin) issues permits for commercial and public buildings through its CityWorks online portal. Waterfront docks and structures on the lake also need approval from the Guadalupe-Blanco River Authority (GBRA).

How to apply: Apply through the Fire Marshal's online portal with a full set of plans or occupancy information; the Fire Marshal will not issue a permit before plans are reviewed. The county's submittal list asks for two sets of drawings sealed by a Texas architect or engineer, including an electrical load analysis, electrical riser diagrams and ground and arc fault interrupter locations. For a dock or other waterfront structure, GBRA says that starting September 1, 2026 owners must file a Dock Construction Permit application with a $600 fee before building.

  • 03

Typical review time: Guadalupe County says it has a maximum of 30 days to review plans and issue or deny a building permit, unless the applicant and the Fire Marshal sign a time waiver for a large or complex project.

  • 04

Inspections: Inspection requests are submitted in the Fire Marshal's portal. When the whole project is done, the Fire Marshal must receive a Request for Final Inspection form, and a Certificate of Compliance is issued after the final inspection. The business may not open without it.

What to know locally: GBRA owns Lake Dunlap as part of its Guadalupe Valley hydroelectric system. GBRA finished a new spillgate system in October 2023, paid for through a voter-approved water control and improvement district, and resumed hydroelectric generation. Lakefront sites are often in the regulated floodplain, where Guadalupe County's Floodplain Manager must issue a floodplain development permit before new construction, remodels or additions. Guadalupe County adopted the 2024 International Fire Code for unincorporated areas on January 27, 2026. The county lists no separate electrical permit.

Utility coordination: Guadalupe Valley Electric Cooperative (GVEC). GVEC's service territory map places Lake Dunlap inside GVEC's service area. GVEC's commercial checklist starts with the owner getting zoning, survey and any required permits, then sending GVEC a commercial request for information with the expected load and voltage needs. GVEC designs the route, gets easements and builds the line, transformer and metering point; the owner's electrician builds the secondary service to NEC standards. For new service GVEC also asks for deed and easement information, the service size, and whether it is overhead or underground, and says new installs take about 3 to 5 weeks.

Lake Dunlap questions

Do I need GBRA approval to build or change a dock on Lake Dunlap? Yes. GBRA says owners must get its approval before building or modifying a dock or other waterfront structure, and from September 1, 2026 that means a Dock Construction Permit with a $600 fee. Other local permits and utility locates are still the owner's job.
