Who issues electrical permits: City of Kingsbury, a Type C general law city run by a mayor and two commissioners, with one part-time city clerk (mailing address P.O. Box 99). The city website lists a special event permit but no building or electrical permit process.
- 02
How to apply: Not published. The city website posts no building permit application. Contact the City Commission through the city clerk before starting commercial work. Guadalupe County's Fire Marshal permits apply only to unincorporated areas, so they do not cover sites inside Kingsbury's city limits.
- 03
What to know locally: Kingsbury's stated goal is limited government. The city says Seguin has claimed much of the Kingsbury area as part of Seguin's ETJ, and it helps owners file ETJ release petitions under Senate Bill 2038. Land within 5 miles of Randolph Air Force Base cannot be released. So a site near Kingsbury may be inside Kingsbury city limits, inside Seguin's ETJ, or fully unincorporated; check before applying. Owners next to city limits can petition for voluntary annexation.
- 04
Utility coordination: Bluebonnet Electric Cooperative. Bluebonnet's tariff lists Kingsbury among the incorporated cities it serves, and GVEC's service territory map shows the Kingsbury town point in Bluebonnet's area. Bluebonnet inspects the meter loop at every new and existing location before connecting service; a failed loop is re-inspected at $125 each time. Its commercial developer package asks for CAD site plan files, load information and a project schedule, and its sample schedule runs about 30 weeks.
