Who issues electrical permits: Garfield is an unincorporated community in eastern Travis County, with no city government. Travis County Development Services (700 Lavaca, Suite 540, Austin) issues development permits for land outside city limits through MGO Connect; its permit desk is open Monday through Thursday, 9 a.m. to 2 p.m. The Travis County Fire Marshal's Office issues building permits for commercial buildings through tcfmopermits.com.
- 02
How to apply: Travis County says any development needs a county development permit, which covers structures, driveways, work in the county right-of-way, septic systems and grading. Commercial buildings also need a Fire Marshal plan review and permit before construction starts; first-time portal users register with an email address, and the county asks that plans reference the project address rather than the project name. The Fire Marshal recommends a pre-development meeting, and meetings with plan reviewers are by appointment.
- 03
Inspections: Not published. The Fire Marshal's FAQ says a Certificate of Compliance is required before a facility opens to the public.
- 04
What to know locally: From January 1, 2026, Travis County and its agencies enforce the 2021 International Fire Code with local amendments in unincorporated areas. The county's development and Fire Marshal pages list no separate electrical permit, so on a Bluebonnet site the co-op's meter loop inspection is the electrical check before power is connected.
- 05
Utility coordination: Bluebonnet Electric Cooperative. Bluebonnet's tariff lists Garfield among the communities it serves. Bluebonnet inspects the meter loop at every new and existing location before it connects service; a failed loop must be fixed and re-inspected at $125 per re-inspection. For commercial projects its developer package asks for CAD site plan files, load information, an information request form and a project schedule, and its cost estimates are good for 60 days. Austin Energy also serves parts of Travis County, including nearby Del Valle, so confirm the provider for the address.

Typical review time: Not published by the city.
