Who issues electrical permits: Circle D-KC Estates is an unincorporated subdivision area in Bastrop County east of the City of Bastrop, with no city government. Bastrop County Development Services issues development, septic (OSSF) and driveway permits through MyGovernmentOnline. Bastrop County also runs the Lost Pines Habitat Conservation Plan for Houston toad habitat in this part of the county.
- 02
How to apply: Apply for a Bastrop County development permit through MyGovernmentOnline, the county's online permit system since January 7, 2021. For commercial and other non-single-family permits, the county requires a letter from the Emergency Services District that covers the site before it issues the permit, and a TxDOT right-of-way permit if the site takes access from a state-maintained road. If the site is in the Lost Pines Habitat Conservation Plan area, small-scale commercial development can be covered by a county Construction Certificate: a $120 application, a $54 Implementing Agreement recording fee, and a mitigation fee of $1,500 per half acre or $3,000 per acre.
- 03
Inspections: Not published. Bastrop County says it does not issue building permits or certificates of occupancy, and its building code covers only single-family homes and duplexes. The county is not involved in inspections and lists no electrical permit.
- 04
What to know locally: The Lost Pines plan covers about 124,000 acres of northeastern Bastrop County, north of SH 71 and the Colorado River, including Bastrop State Park. The county says development that directly affects more than one acre must get incidental take authorization from the U.S. Fish and Wildlife Service; the county plan covers smaller projects, including small-scale commercial, and utilities installed as part of covered development. Participation is at the landowner's discretion. Check the county's plan map for the exact site.
- 05
Utility coordination: Not confirmed on an official page for Circle D-KC Estates. Bluebonnet Electric Cooperative is headquartered in Bastrop and lists Bastrop County in its service area. If the site is on Bluebonnet: bluebonnet inspects the meter loop at every new and existing location before it connects service; a failed loop must be fixed and re-inspected at $125 per re-inspection. For commercial projects its developer package asks for CAD site plan files, load information, an information request form and a project schedule. Cost estimates are good for 60 days, and its sample schedule runs about 30 weeks from kickoff to energized service.

Typical review time: Not published by the city.
