Our electrical contractor license (TECL #39622) is statewide. We file the permit, handle the utility paperwork and meet the inspector.
- 01
Who issues electrical permits: City of Bulverde Permitting Department, City Hall, 30360 Cougar Bend. The city posts its commercial building permit application and certificate of occupancy forms as PDFs.
- 02
How to apply: File the Commercial Building Permit Application (electrical is one of the listed project types). Submit PDF copies of a scaled plot plan, complete plans and civil plans prepared by a registered design professional, engineered foundation plans and a COMcheck energy letter. Give the TDLR registration number before plan submittal if the project is subject to TDLR review. Contractors must register with the City of Bulverde before doing any work, and subcontractors must give their state license number. Commercial permits also need a city right-of-way public access permit for the driveway, except gated communities and finish-outs.
- 03
Inspections: Call in inspections by 2 p.m. for the next day; times are not guaranteed. Re-inspections cost $75 per failed inspection. Contractors must hire a certified third-party energy inspector and send the reports to the city. For a Certificate of Occupancy inspection, call by 4 p.m., and allow 72 hours notice for the fire inspection that is part of it.
- 04
What to know locally: Bulverde follows the 2021 IBC and IRC and the 2023 National Electrical Code. Permits expire after 180 days without work. All construction sites must use Waste Connections for waste service. A tenant must give the city its sales tax ID and proof of utility service to get a permanent Certificate of Occupancy; otherwise a 30-day temporary CO is issued. Septic permits come from the Comal County Engineer's Office.
- 05
Utility coordination: CPS Energy or Pedernales Electric Cooperative (PEC), depending on the address. The city lists both CPS Energy and PEC as electric companies. CPS Energy requires the city's electric inspection and release before it sets a meter, then about 10 business days to install the meter; its commercial applications need a load sheet, a signed and sealed utility site plan and a one-line diagram. PEC asks for a site plan, one-line diagram, 911 address, warranty deed, plat and service size.

Typical review time: Not published by the city.
